I'm normally unimpressed by the potential for street art to have any social impact, but I like the idea of posting descriptive laws. (And I mean descriptive in the sense of descriptive vs prescriptive grammar) The closing line: "...will be cleaned daily" looks like the message to me. Sounds like the artist is saying: Authorities, if you can't keep people from urinating on the street, at least clean up after them.
A similar message could probably be sent about drug laws and their enforceability. Not that I can come up with a pithy tagline at the moment.
In an attempt to reduce late night public nuisance, during the holiday period, Nottingham City Council has designated several public urination areas across the city.
This urination area will be cleaned daily between the hours of 5am and 6am.
